Looking back on an article published over 130 years ago, it is striking how closely the content resembles today’s discourse regarding terrorism. On any given day, in newspapers printed throughout Western countries, media commentators express concerns eerily similar to those noted within this New York Times article. Almost all terrorist groups that have emerged across time perceive themselves as an enlightened “in-group” (often based on race or religion), and offer explanations for problems (real and/or perceived) that involve blaming an enemy “out group”. Interestingly, this incident appears to have produced no loss of life.
